Bakhtar University (BU) is one of Afghanistan’s oldest and most prestigious privately held institutions. It was established in 2005 from a small beginning at Kabul Polytechnic University, through its current location at Kart-e-Char. Bakhtar University is now recognized as being an integral part of Kabul. As an independent Afghanistan institution of higher education, BU as the first established privately held institution has been recognized with excellent and high-quality programs comparable to its international affiliates such as Ataturk University, University of Putra Malaysia George Town University, USA, and Indira Gandhi National Open Universities India. Job Summary

• The quality assurance officer of the educational institution
• Efforts to improve quality in educational institutions
• Monitoring the process of self-evaluation of educational institutions, universities, and graduate departments
• Preparation of internal evaluation reports of the educational institution
• Examining the internal evaluation report of universities and graduate departments
• Cooperation with the review team during the review process
• Complete familiarity with the strategic plan of the institution, and important documents regarding accreditation and quality assurance, including the quality assurance and accreditation bill, and internal evaluation criteria.

Duties & Responsibilities

• Efforts to improve quality in educational institutions
• Monitoring the process of self-evaluation of educational institutions, universities, and graduate departments
• Preparation of internal evaluation reports of the educational institution
• Examining the internal evaluation report of universities and graduate departments
• Cooperation with the review team during the review process
• Complete familiarity with the strategic plan of the institution, and important documents regarding accreditation and quality assurance, including the quality assurance and accreditation bill, and internal evaluation criteria.
• Providing advice to the president, and academic vice-chancellor of the academic institution regarding the improvement of the quality of lectures and public services such as laboratories, computer centers, and libraries, providing services to students, research, and other scientific fields of the institution.
• Preparation of appropriate documents for the committee based on the review of the academic and administrative activities of the academic institution and the self-evaluation of each university
• Maintaining the confidentiality of the decisions of the committee meetings, and discussions with professors, academic staff members, students, employees, and other members of the institution.
• Establishing working relationships with the Department of Quality Improvement and Accreditation of the Ministry of Higher Education
• Preparation of annual monitoring report, periodic review of programs, and implementation of operational plan related to it
• Preparation of an operational plan based on weaknesses, threats, and opportunities for all quality assurance and accreditation criteria
• Preparing a mechanism for the implementation of the operational plan and providing ways out of the obstacles to its implementation
• Implementation of other programs assigned by the Department of Quality Improvement of the Ministry of Higher Education
• Supervision and reviewed of the implementation of the teaching and learning policy, teaching improvement plan, and individual operational plan in the educational institution
• Implementation of other tasks related to quality promotion and improvement assigned by competent authorities

Job Requirements

• Employment conditions (educational level and work experience): the minimum requirements for this position are mentioned in Articles (7), (8), and (34) of the Law on Civil Service Employees.
• Field of study: having at least a bachelor’s degree is preferred to holders of a higher degree.
• Required work experience: 3 years related to the task.
• Necessary skills: mastery of the country’s official languages (Dari or Pashto) and knowledge of English, computer skills in job-related programs, and management skills
