Further to my letter dated July 27, 2023, it is my pleasure and honor to announce a call for
applications for the President of the General Assembly Fellowship Program during the 78th
session of the General Assembly. The program is a continuation of the initiative by my
predecessors for the last two sessions.

The critical role played by youth in finding solutions to complex and interlinked challenges in
the contemporary world’s attitude towards peace, prosperity, progress, and sustainability has never been
more acknowledged. The recent establishment of a new United Nations Office on Youth Affairs
is a clear demonstration of the importance attached to the subject matter. The PGA Fellowship
The program is fully in line with these recent trends and the growing recognition of the potential of
youth to contribute to global affairs and multilateralism.

With the generous support of Member States and building upon the experience gained
from the programs during the 76th and 77th sessions, the Fellowship Program will once
again bring young diplomats and civil servants from developing countries, particularly from the Least
Developed Countries (LDCs), Landlocked Developing Countries (LLDCs) and Small Islands
Developing States (SIDS), to New York for training, mentorship, and immersion in the United
Nations, its main organs, subsidiary bodies, and entities, as well as thematic issues of global interest

The program is designed to build lasting capacity, empower young diplomats and
civil servants. The Fellows will rotate through the various teams in my Office to obtain a deeper
understanding of the United Nations and multilateralism. A note containing details of the

be given to ensure gender equality and regional representation in the selection of Fellows.

PGA Fellowship Program

The President of the General Assembly Fellowship Program aims to promote youth
engagement in multilateralism and support the next generation of diplomats.

The Fellowship will bring to New York a small group of young diplomats and civil servants
from developing countries, particularly from least-developed Developed Countries (LDCs), Landlocked
Developing Countries (LLDCs) and Small Island Developing States (SIDS), while also
ensuring geographical representation and gender balance.

The Fellowship Program

The Fellows will be fully embedded in the Office of the President of the General Assembly
(OPGA) and attached on a rotational basis with the teams of the Office, including Peace and
Security; Human Rights and Humanitarian; Sustainable Development; UN Reform and
General Assembly Affairs; and Communications and Media. Through their work in the
OPGA, the Fellows will gain an in-depth understanding of the workings of the United Nations
the system, from the Secretariat to the United Nations funds and programs, specialized
agencies, and other entities and bodies.

The Fellowship will offer training sessions for the Fellows on the United Nations, its organs, and subsidiary bodies. The training will also cover topics such as sustainable development,
climate change, peace and conflict resolution, human rights and skill development
in negotiation, drafting, and public diplomacy.

The OPGA Senior Management Team will hold regular meetings with the Fellows to enrich
their learning experience and deepen their understanding of the work of the General
Assembly. Fellows may have the opportunity to travel on a study tour away from United
Nations headquarters, for example, to Geneva (76th session) or Washington, D.C. (77th session).

informal dialogue to be held on Wednesday, October 11, 2023, at 8:30–9:30 a.m. in room S-1521
at the Secretariat building of the United Nations Headquarters in New York.

In line with my commitment to engage young people in the work of the General Assembly
and to ensure that their voices are heard across the United Nations system, this informal dialogue
will provide a space for the accredited Youth Delegates to share their recommendations on how to
find solutions to today’s challenges. The meeting will also be an opportunity to further discuss
ways to ensure the effective participation of youth in the work of the United Nations.
