Bakhtar University (BU) is one of Afghanistan’s oldest and most prestigious privately held institutions. It was established in 2005 from a small beginning at Kabul Polytechnic University, through its current location at Kart-e-Char. Bakhtar University is now recognized as being an integral part of the economy in the academia of Afghanistan. BU offers a variety of specialists in postgraduate and undergraduate in the areas of Business, Finance and Information Technology, Law, Political Science, Engineering, and Journalism which are directly linked to the human resource needs of Afghanistan.
Job Summary
The chancellor is the top academic leader of Bakhtar University. They are responsible for overseeing the faculty and student body, as well as monitoring the programs and activities of the entire university. The chancellor is entrusted with significant responsibilities, including the financial status and overall well-being of the institution.
Duties & Responsibilities
The specific duties and responsibilities of the Chancellor are to
- As the leader of the education and academic development team, I provide guidance on institutional priorities and strategically plan for the future.
- As the official representative of the university, I am responsible for interacting with both internal and external parties. This includes delivering speeches to groups of all sizes and representing the university in an official capacity at external events. Through my role as an ambassador, I work to promote and advance the university’s mission.
- I can offer guidance and direction in fundraising initiatives and the management of donor relationships. I am skilled at fostering strong connections with donors and crafting compelling requests for significant financial contributions.
- As an ambassador for the University, it is my role to promote its activities in the wider community. I am especially dedicated to assisting with the philanthropic activity and fundraising projects of the University.
- The Chancellor, in consultation with the University Administration, may select appropriate events for the University to participate in. The University will be represented at these events.
- It is important to ensure that all aspects of the university are running efficiently and effectively. This includes overseeing the physical campus, academic planning, policy review and development, personnel matters, and regularly reviewing academic programs and student services.
- Provide leadership academic and administrative to the whole University; prepare and recommend changes to academic curriculum;
- Design & develop policies and administrative guidelines monitor & evaluate control & execute all academic issues within the university;
- Secure a financial base sufficient to allow the delivery of the University’s mission aims and objectives;
- Support and promote the mission and values of the University;
- Promote and further the strategic goals and ambitions of the University;
- Collaborate with the President and other senior officers to develop institutional planning policies and procedures, as well as to resolve problems. This involves conducting research, reviewing existing policies, and providing recommendations for new or revised strategies. You may also need to address issues that arise between departments. Additionally, you may be asked to serve on university planning and policy-making committees.
- Maintain working relationships across the university community specifically with the Faculty Deans University executive officers University External Relations personnel and the faculty member
- Liaise with Human Resources regarding all University staffing issues including job descriptions reclassifications performance evaluations payroll records and staff management issues.
- Carry out certain important ceremonial and civic duties and cultural programs;
- Provides leadership to the executive vice chancellors vice chancellors deans faculty students and staff.
- The university’s academic and institutional officers are responsible for managing various areas such as academic policy planning, business affairs, faculty-student and staff affairs, legislative policy, institutional research, legal affairs, capital planning, and university relations and development. They provide direction to ensure effective university-wide management.
- Participate in the governance of the University as a member of the Board of Directors
- Crises management & knowing how to manage issues internally and externally take appropriate steps to avoid conflicts of interest or the appearance of conflicts of interest between financial or other personal interests and the goals and policies of the university.
- Preside at convocation ceremonies and confer all degrees and diplomas;
- Host attend or preside at other special events of the University;
- Take reports and summaries from the head of each particular department analyze the reports & give proper advice to them.

Reporting obligations:
The Chancellor will report directly to the Managing Director/Founder and is responsible for gathering data, compiling information, and preparing reports.
Job Requirements
- Master’s Degree in Public Administration Leadership Business Administration or related field Ph.D. degree is preferred
- The ideal candidate should have a minimum of 10 years of work experience, with at least 7 years in a leadership or management position. It would be preferred if the experience was in an educational or academic setting. Knowledge of the administrative and governance structures of a university would be beneficial.
- I possess exceptional networking skills and have the ability to maintain crucial and sensitive relationships with government officials, industry leaders, media personnel, and other important individuals.
- Conversant with the industry’s research and development approach and able to translate to academic terms
- Experience with researching and analyzing corporate mandates to assess a company’s suitability as a research partner
- Specialized in the areas of Leadership Organizational Behavior Development Strategy Innovation Management.
