Project Background (MHPSS):

The International Medical Corps (IMCs’) response includes mental health and psychosocial support (MHPSS), particularly as part of PHC and protection response services. In each of the lowest three levels of the IASC MHPSS Intervention Pyramid, IMC offers MHPSS services, such as Psychological First Aid (PFA) and more advanced psychosocial support, fundamental counseling, mental health case management, PM+, Thinking Healthy interventions, and mhGAP-IG.

In four provinces (Balkh, Kunar, Laghman, and Nangarhar), the International Medical Corps will offer the aforementioned services, and each provincial office has at least one MHPSS officer and five to ten MHPSS counselors and social workers. For coordination, services mapping, and capacity building, there are two MHPSS coordinating officers at the regional level (Northern and Eastern). The target provinces also have roughly 20 (+/-) GPs who have completed the mhGAP training program and are preparing to teach 20 (+/-) midwives in Thinking Healthy interventions.

Job Description:

Job Purpose:

The MHPSS officer will work closely with the Senior MHPSS Manager, Coordinator, Counselors, and Site Managers to manage and support the MHPSS component of the project in the targeted provinces and areas, including capacity building of the field staff, monitoring and supervision with on-the-job coaching and training of the field staff, and coordination with relevant stakeholders for services mapping and referral pathway.

Main Duties & Responsibilities:

The field crew will be regularly supervised on an as-needed basis.
Supervise the MHPSS team on the ground and provide team-building assistance.
Work in close collaboration with the Senior MHPSS Manager to support MHPSS programming, including strategy formulation and project monitoring.
For the execution and oversight of the MHPSS project, closely collaborate with local NGO partner(s), MHPSS players, and pertinent government focal points.
Under the direction of the Sr. MHPSS Manager, continuously provide technical assistance and support for MHPSS-related training and supervision as necessary.
Plan and carry out training on pertinent subjects, and assist local trainers in delivering training.

To increase connections to available MHPSS- and protection-related services, assist partner NGO(s) and external service providers in developing MHPSS referral pathways.
Engage community leaders, community-based groups, and other service providers in helping beneficiaries access MHPSS services and ensure their input for quality monitoring and accountability in cooperation with local partners.
Overseeing the creation of IEC documentation relating to MHPSS Pashto translation of training tools is also included.

Oversee monitoring and evaluation of MHPSS programming and collection and analysis of program data.
Deliver MHPSS reporting and case supervision report on a regular basis.
Coordinate regularly with other teams, including Medical, protection, and Nutrition, for an integrated approach to activities and training
Participate in MHPSS local coordination meetings for information sharing, collaboration with partners, referral mechanisms, and advocacy for best practices and IASC MHPSS guidelines.

Job Requirements:

Qualifications:

A mental health professional (BA in psychology, clinical/counseling psychology, clinical social worker) will be the most qualified applicant.

Experience:

at least three years of experience managing the MHPSS team and coordinating MHPSS initiatives in humanitarian circumstances.

Competency :

  • familiar with and have expertise in implementing the IASC Guidelines on MHPSS in Emergencies and global best practices for integrating MHPSS into primary healthcare settings.
  • It is necessary to have training experience as well as the ability and track record to teach and improve the capacity of national personnel and partners.
  • strong managerial and organizational capabilities
  • Flexibility, ability to work individually or as part of a team, and ability to handle an intense workload.
  • Sincere, diligent, and self-driven
  • Good interpersonal skills and the capacity to function in a variety of cultural contexts.
  • Proficiency in English, Dari, and/or Pashto is necessary. Having trained in problem-solving techniques, healthy thinking, and PFA will be advantageous.
