M&E Officer focuses on data quality, data analysis, data representation, and data presentation in a variety of formats while taking into consideration TPM Project needs that are in line with WFP monitoring standards and humanitarian requirements.

Duties & Responsibilities
The Monitoring and Evaluation Officer will carry out the following activities and responsibilities under the direct supervision of the TPM Project Manager and in close conjunction with the WFP TPM M&E Lead/ Manager and Provincial Team Leaders:
- create quarterly analytical reports and monthly M&E narrative reports;
Make sure accountability procedures are in place that involve beneficiaries and stakeholders in the monitoring process by working closely with the project personnel; - Field monitors and program teams should get training on project monitoring and reporting techniques, instruments, systems, and procedures.
- Create the briefings and presentations for the TPM project and give the WFP TPM Project Senior Management, funders, and stakeholders the input they have asked;
- To collect all project-related M&E data in a user-friendly and simple-to-access database system, develop an MIS for the TPM Project in close collaboration with ARADA’s head of ICT to be delivered to the ARADA Program Director;
- Data relevant to TPM project M&E will be regularly and periodically fed into the MIS System by the focal point;
- assist the ARADA ICT Head in providing TPM Project data, images, videos, and reports for regular and periodic upload to the ARADA website;
- In response to requests from ARADA’s Senior Management or the WFP M&E Lead/Manager, prepare different forms of TPM Project briefings, summaries, and short reports;
- In close contact with the ICT Head and the Operations Manager, make sure that the TPM Project is visible inside the provinces, clusters, and the ARADA main office;
- Review field monitoring reports supplied by the monitors in the field as necessary to ensure M&E standards and quality;
- Help the TPM Project Manager create the project work plan, project risk plan, and project execution plan.
- Quick M&E reports that highlight the TPM Project’s present and anticipated status together with the necessary suggestions for project success are required;
- Take on any additional duties imposed by the TPM Project Manager.

Job Requirements
- Master in Economics, Statistics, Management, Sociology, Civil Engineering, Development/Humanitarian Studies;
- At least Six years of progressively responsible experience in data management, project management, statistical analysis, report writing, M&E, MIS System Development, and Management;
- Familiarity with Project context, environment, and cultural sensitivity;
- Strong knowledge of Core Humanitarian Standards and awareness of gender sensitivity and protection of vulnerable groups;
- Strong analytical skills and ability to clearly synthesize and present findings;
- Experience utilizing computer (MS Word, MS Excel, Typing, etc.) and smartphone including word processing and knowledge on remote data collection using Kobo, ODK, MODA, etc;
- Ability to speak fluently in both Afghanistan formal languages Pashto and Dari;
- Command in the English Language with professional expertise in data analysis and report writing.
