Job Requirements :

The objective of the assignment:

There’s a need for One Renewable Energy Engineer to assist implementation of Area Based Project activities in Kandahar. The Renewable Energy Engineer is assisting the regional team with the implementation of the solar project. The main responsibility is to work with the regional team, contactor, and water supply department to implement the project smoothly and monitors the project’s activity in the field. He will assist in coordinating between UNDP, the water supply department, and the contractor on the implementation of the activities in Kandahar. The incumbents will be assisting the team in coordination with provincial administration on the implementation of the project and resolving the challenges.

Scope of work:

The Renewable Energy Engineer will work under the direct supervision of the UNDP ABADEI Area Manager and in close collaboration with the UNDP team.
The Renewable Energy Engineer will have the following duties and responsibilities:
·         Support the UNDP team on the implementation of solarization of water supply projects’ sites in Kandahar.
·         Prepare a detailed work plan for effective and smooth implementation of the solar project.
·         Identify issues and challenges during the implementation and provide recommendations on time.
·         In close collaboration with the UNDP team, support the contractor with any technical issues during the implementation.
·         Providing guidance to increase the efficiency and sustainability of the project including, functionality and reliability, effectiveness, management, operations and maintenance (O&M), and social acceptance among others.
·         Conduct regular meetings with Water Supply Department and UNICEF WASH engineers for smooth implementation of the project and solving any challenge on time and share the meeting minutes.
·         Prepare minutes of meetings with clear action points and follow up on the agreed action points.
·         Incumbent is responsible for documentation of project activities ranging from collecting before, during, and after intervention pictures, short videos, and quotes related to the project for developing appropriate Project Success Story.
·         The Incumbent is responsible to manage handing over process of the project from the company to the beneficiary community/organ.
·         The incumbent is responsible to develop a QC/QA database and to assure all the submittals and related test reports are recorded.
·         The Incumbent is responsible for conducting pre-final and final quality assurance inspections according to the project specification/design.
·         Review specifications and design and provide recommendations by addressing gaps for changes to achieve the project objectives.
· Carry out regular supervision of the project and provide innovative ideas for implementation of the project to increase productivity and efficiency.
·         Monitor the implementation progress of the projects and provide comprehensive reports.
·         Provide technical assistance to the contractor and water supply department during the implementation and convince the water supply department and contractor of any technical issue with close coordination of the UNDP team.
·         Ensure the UNDP team that the project is implemented according to the specification and design in a high-quality manner.
·         Managing projects technical issues and liaising with regulators and client contacts
·         Prepare/compile periodic progress reports in consultation with the UNDP field team as per the standard format and deliver them to the supervisor for further review.
·         Promote smooth work relationships at the regional level with contractors, the water supply department, and other relevant bodies and report to the direct supervisor periodically.
·         Ensure designs/deliverables are compliant with specification/design and contract requirements
·         Provide construction supervision and quality control;

·         Perform any other duties as required by the supervisor

Institutional arrangement: 

The Renewable Energy Engineer works under the direct supervision of the UNDP ABADEI Area Manager. Advice and support will also be provided by the UNDP Country Office. Payment: Monthly bases Duration of the assignment: Three Months Duty station: Herat

Experience and Skills:

·         At least 1-3 years of practical experience with a bachelor’s degree

·         Proven experience in the implementation of solar energy projects
·         Strong knowledge and understanding sub-national institutional contexts of Afghanistan.
·         University degree in Energy Engineering, Renewable Energy, and electrical engineering.
·         At least five (05) years of field-related experience in the design, installation, and operations of renewable energy systems for rural energy applications.
·         Experience working with local communities and contractors;
·         Strong interpersonal and communication, reporting, and presentation skills;
·         Previous work experience with the UN or other international organization and donor is an advantage;
·         Excellent knowledge of English and local languages, both spoken and written.
·         Experience with using relevant office computers, especially MS Office (Windows, Word, Excel, PowerPoint and Outlook) and the Internet;

Competencies:·         Ability to speak, read and write technical and conversational English.

·         Ability to understand new terminology and concepts easily and to synthesize information from different sources into a coherent project document.
·         Skill in negotiating effectively in sensitive situations.
·         Skill in achieving results through persuading, influencing, and working with others.
·         Skill in facilitating meetings effectively and efficiently and resolving conflicts as they arise.

·         Good team player, and self-starter, have the ability to work under minimum supervision and maintain good relationships. ·

Language Requirements:

Proficiency in written and spoken English and fluency in the national languages (Dari / Pashto).
