The Senior Officer for Gender and Protection works under the guidance of the Quality and Accountability manager. Their primary responsibility is to develop and assist with the execution of protection, gender, and inclusion strategies in the IFRC’s operational plan, programs, and projects. This includes addressing institutional and programmatic PGI, as well as coordinating with ARCS programs and operations to ensure that PGI is integrated effectively. Additionally, the Senior Officer will focus on building the capacity of the ARCS gender department in areas such as PGI, safeguarding, PSEA, and child protection.

Duties & Responsibilities

  • I offer technical assistance to ARCS, ensuring that their policies, guidelines, and strategies regarding gender, protection, and inclusion are established. This guarantees that all project activities promote fairness, equal opportunities for a diverse range of beneficiaries, and secure and dignified participation, in accordance with the Dignity-Access-Participation-Security (DAPS) framework.
  • I am here to assist in enhancing the impact and efficiency of ARCS operations by providing technical support and strengthening the capacity of ARCS gender and inclusion department staff and technical teams. This involves integrating PGI activities and approaches, including the minimum standards, in relevant sectors to ensure the implementation of protection mainstreaming standards.
  • We aim to empower the staff within the relevant departments and directorates of ARCS to recognize and oversee protection risks, such as child protection and sexual and gender-based violence. Our goal is to equip them with the ability to take necessary measures to prevent, address, and alleviate any instances of violence, exploitation, and abuse. This includes providing them with adequate reporting and referral mechanisms.
  • I assist in advocating for the RCRC movement actors, particularly with ARCS, to ensure a gender-inclusive humanitarian response by providing adequate training for female volunteers and staff members at all levels.
  • It is important to consistently monitor the humanitarian situation in the country and collaborate with operations and programs to address or incorporate the PGI into activities to tackle any emerging protection concerns.

Education

Required: • At least a Relevant degree or equivalent work experience/master in social science/ Public health/ Law/ etc./; or University graduate with experience in gender and protection mainstreaming and capacity building. •Training on protection- gender-inclusion mainstreaming and specialized actions.

Experience

Required: • At least 3 years of experience in development and/or humanitarian organizations, including significant experience working with partners to deliver development interventions and/or humanitarian programs with gender, women, and people with disability or other vulnerable groups. • Expertise in gender and diversity analysis and mainstreaming in emergency and development programs. • Expertise in analysis and response to protection risks in emergencies, including Gender, SGBV, and Child ProtectionPreferred: • Experience in implementation of programming with a rights-based approach-focus on income generation, SMEs, social inclusion, and protection. • Previous working experience with Red Cross and Red Crescent movement.

Knowledge, Skills, and Languages

Required: •Strong facilitation skills, including the design and management of effective training, workshops, and meetings with a diverse population with clear gender and protection focus • Sensitivity to cultural differences and the ability to work effectively across a wide variety of cultural contexts of Afghan society. • Expertise in protection, gender analysis, and mainstreaming in emergency and development programs and operations. • Strong experience in program/project proposal writing. •Proven program management skills in program planning, monitoring, evaluation, and reporting. •Strong interpersonal and cultural sensitivity. •Self-supporting in computers (Windows, Office). • Fluently spoken and written English. Good command in Dari/Pashto languages. Preferred: • good understanding of program budget and financial management.
